Highlights:
The core package largely remains intact with a few minor subtractions/substitutions
Overall costs were held steady so participating libraries should expect similar costs for FY27 and ongoing
Separate agreements between ODIN and partner libraries for key additional resources will save those libraries over $100k annually AND expand access to all participating libraries.
The addition of two new resources: Craft and Hobby and Social Explorer expands the value of the package to a broader audience.
In partnership with Minitex, North Dakota State Library, and several funding-partner libraries across the state, ODIN is pleased to announce the preliminary list of resources included in the package for North Dakota.
Pending contract negotiations, we have finalized a statewide e-resources package that largely preserves the current collection while introducing several strategic additions. The selections reflect community input and SER Task Force recommendations, balancing close to flat ongoing funding with the need to address emerging resource needs.
Below are the highlights of the changes for each vendor. See the attached files for a complete list showing the changes and the updated list of resources expected to be available statewide starting July 1, 2026.
The Base Premier package largely continues as-is, with the following changes:
Applied Technology Source and Science changes from full-text to index only
Points of View upgraded from Reference Center to Ultimate
Academic Search Premier is upgraded to Compete thanks to a cooperative purchase agreement between ODIN and the following libraries: Bismarck State College, Dickinson State University, Lake Region State College, Mayville State University, Minot State University, NDSU, Trinity Bible College, University of Jamestown, University of Mary, UND Chester Fritz, Valley City State University, and Williston State College.
CINAHL Complete (not including for-profits, hospitals, or healthcare systems) has been added to the package thanks to a cooperative purchase agreement between ODIN and the following libraries: Bismarck State College, Dickinson State University, Lake Region State College, Mayville State University, Minot State University, NDSCS, NDSU, Sitting Bull College, University of Jamestown, University of Mary, UND School of Medicine and Health Sciences, and Williston State College.
The Base number of modules will increase from 3 to 8 thanks to a cooperative purchase agreement between ODIN and the following libraries: Bismarck Public Schools, Fargo Public Schools, and West Fargo Public Schools.
PebbleGo: Animals, Biographies, Science (new), Social Studies (new)
PebbleGo Next: Biographies (new), Science (new), Social Studies (new), States, and Indigenous Peoples’ History
NOTE: This expansion was also aided by MInitex's purchase of 3 additional modules.
Due to rising costs and lower usage, the following changes were made to Gale:
Retained: All levels of Gale in Context, National Geographic Kids, Gale OneFile: Academic
Removed: OneFile: High School, OneFile: Informe Acedemico, OneFile: News, OneFile: Science, OneFile: Educator's Reference Complete
New this year, Social Explorer is an interactive mapping and data generation tool used to visualize historical and current demographic data.
New this year, Craft and Hobby is an instructional video library providing step-by-step tutorials on crafting, sewing, baking, painting, and DIY projects.
Retained: US Newsstream (including the Star Tribune html full text)
Removed: Star Tribune Recent Newspapers in PDF format
No Changes. Retained all levels: School, Academic and Library

NOTE: ODIN provides and maintains access to resources for all participating libraries using a combination of methods including IP (location), proxies, APIs and SAML-based options. ODIN will make a ‘best effort’ to support non-ODIN member libraries with other methods but cannot always guarantee access or support beyond services and platforms ODIN manages.
