Vega Discover is currently experiencing issues with access. The problem has been reported to Support for investigation.
Polaris PowerPAC is still available however there are some Vega Discover features not available in the PowerPAC. The link to the Polaris PowerPAC ODIN Search view is: https://polaris.odinlibrary.org/polaris/default.aspx?ctx=1.1033.0.0.1
From there you can select your library in the dropdown.
